In alignment with the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Meeting, and in accordance with the directives of the Provincial Party Committee and Municipal Party Committee Economic Work Meeting, the 5th Plenary Session of the 13th District Committee, and the District's High-Quality Development Meeting, the Liwan District aims to focus on high-quality development. The objective is to vigorously promote the development of modern urban industry, leveraging the industrial foundation, resource endowment, and location advantages of Liwan District, so as to enhance the quality and quantity of industrial development, paving the way for a new era of high-quality development in Liwan. The following measures have been thus formulated:

Article 1: Applicable Objects

This measure applies to modern urban industrial enterprises and modern urban industrial parks operating lawfully in Liwan District, unless otherwise stipulated in specific provisions under this measure.

Article 2: Strong Support for Headquarters of Modern Urban Industrial Enterprises

Enterprises recognized as modern urban industrial headquarters in Liwan District will receive a one-off incentive of up to 10 million yuan.

Article 3: Cost Reduction for Industrial Premises of Modern Urban Industrial Enterprises

For modern urban industrial enterprises aligning with Liwan District's development direction and newly purchasing self-used industrial premises, a one-off subsidy of 1,000 yuan per square meter (calculated based on the actual area specified in the contract, excluding less than 1 square meter) will be granted, with a maximum not exceeding 10 million yuan.

Additionally, modern urban industrial enterprises meeting the district's development direction, leasing self-used industrial premises with a legal construction area of 300 square meters or more, completing the required registration and filing, paying rent, and achieving positive growth in annual output value, will receive a one-off subsidy based on the highest 30% of the annual rent at the standard rate for the same region and grade of industrial premises. The maximum subsidy is capped at 1 million yuan.

Article 4: Supporting the Advancement and Expansion of Modern Urban Industrial Enterprises

For industrial enterprises in Liwan District making the transition from a certain scale to a higher scale for the first time, they will be entitled to a one-off reward of 100,000 yuan.

Additional one-off rewards of 100,000 yuan will be allocated to modern urban industrial enterprises aligning with the key industrial development directions of Liwan District, achieving the transition to a higher scale for the first time.

Key industrial enterprises below the scale, with annual operating revenue below 20 million yuan, demonstrating a specific percentage of positive growth compared to the previous year, will receive tiered rewards, with the maximum not exceeding 300,000 yuan.

Similarly, sizable modern urban industrial enterprises, with annual industrial output value exceeding 20 million yuan and showing a certain percentage of positive growth compared to the previous year, will receive tiered rewards, with the maximum not exceeding 10 million yuan.

Industrial investment projects with an annual investment amount reaching 50 million yuan or more will be eligible for rewards equivalent to 1% of the actual investment amount. The maximum annual reward for each modern urban industrial enterprise shall not exceed 5 million yuan.

Article 5: Promoting the Aggregated Development of Modern Urban Industrial Enterprises

For modern urban industrial enterprises in Liwan District with an annual output value of 1 billion yuan or more, engaging in the first-time direct purchase of products from industrial enterprises in Liwan District, with a cumulative annual procurement amount of 1 million yuan or more, will be rewarded with 10% of the actual procurement amount from the previous year. The maximum reward for a single enterprise's procurement shall not exceed 1 million yuan, and the maximum cumulative annual reward shall not surpass 2 million yuan.

Furthermore, enterprises within the district directly purchasing products from key industrial enterprises below a certain scale within the district, with a cumulative annual procurement amount of 100,000 yuan or more, will receive a reward of 10% of the actual procurement amount from the previous year. The maximum reward for a single enterprise in a given year shall not exceed 300,000 yuan.

These two reward policies cannot be enjoyed repeatedly in the same year.

Article 6: Demonstration Projects, Single Champion Awards

Modern urban industrial enterprises first selected in the "Top 500 Chinese Manufacturing Enterprises" with an annual industrial output value of 10 billion yuan or more will be granted a one-off reward of 20 million yuan.

Enterprises recognized by the Ministry of Industry and Information Technology as "Single Champions" in manufacturing for the first time will receive a one-off reward of 1 million yuan, with an additional reward of 200,000 yuan for each "Single Champion" product.

Article 7: Supporting Innovative Development of Modern Urban Industrial Enterprises

Encourage modern urban industrial enterprises to increase investment in industrial technological transformation. Enterprises receiving municipal awards for completing annual industrial technological transformation investments will be provided with 1:1 support from the district, with a maximum reward not exceeding 10 million yuan.

Modern urban industrial enterprises recognized for the first time as provincial enterprise technology centers will receive a one-off reward of 500,000 yuan; those recognized as national enterprise technology centers will receive a one-off reward of 1 million yuan.

Similarly, modern urban industrial enterprises recognized for the first time as provincial manufacturing innovation centers will receive a one-off reward of 500,000 yuan; those recognized as national manufacturing innovation centers will receive a one-off reward of 1 million yuan.

Article 8: Supporting Modern Urban Industrial Enterprises in Utilizing the Capital Market

Support modern urban industrial enterprises in listing on the stock market. Industrial enterprises newly listed on domestic and foreign securities markets, or those already listed relocating to the district, will receive a one-off reward of 3.5 million yuan upon approval. For those listed on overseas securities markets, the reward will be based on municipal recognition after the disbursement of municipal-level listing support funds (enterprises listed using the VIE structure will be rewarded accordingly).

Local industrial enterprises listed on the National Equities Exchange and Quotations (NEEQ) system, and innovative layer-listed industrial enterprises relocating from other regions, will receive a one-off reward of 600,000 yuan.

For stock-holding industrial enterprises listed on the Guangdong Equity Exchange Center within the district, or those relocating from outside the district and completing the transformation to stock-holding before relocation, identified as large-scale industrial enterprises, qualification-grade construction industry enterprises, wholesale and retail enterprises with quotas, and large-scale service industry enterprises in the district at the time of application, a one-off reward of 150,000 yuan will be given; those with an annual revenue surpassing 30 million yuan will be entitled to a one-off reward of 300,000 yuan.

Article 9: Supporting the Quality Improvement and Efficiency Increase of Modern Urban Industrial Carriers

Modern urban industrial parks, including quality improvement and efficiency increase parks, high-quality development parks, and characteristic parks, recognized by the industrial and information departments of Guangzhou, will receive a reward equal to 10% of the municipal award amount, with a maximum reward not exceeding 1.5 million yuan.

District-level modern urban industrial parks, and parks meeting specific industrial output value standards, will be eligible for rewards as follows:

1. One-off rewards of 200,000 yuan, 300,000 yuan, and 500,000 yuan will be granted to the park's operating unit based on the park's land area if the annual industrial output value reaches 10,000 yuan/square meter, 20,000 yuan/square meter, and 30,000 yuan/square meter or more, respectively.

2. Parks achieving a year-on-year industrial output value growth of above 10%, 20%, and 30% will receive one-off rewards of 100,000 yuan, 200,000 yuan, and 300,000 yuan, respectively, for the park's operating unit.

The two reward policies mentioned above cannot be enjoyed repeatedly in the same year.

For the transformation and improvement of park carrier properties, recognized as district-level modern urban industrial parks, the main body of the transformation will receive a reward equivalent to 20% of the total investment in construction transformation (including building construction, building decoration, property environment improvement, and smart park construction). The maximum reward for a single park shall not exceed 10 million yuan.

Article 10: Supporting the Development of Industrial Talents in Modern Urban Industries

Individuals excelling in modern urban industrial enterprises, high-end talents, and urgently needed scarce talents will be eligible for project support funds of up to 1 million yuan, 800,000 yuan, and 500,000 yuan, respectively.

Similarly, outstanding teams, high-end teams, and urgently needed scarce teams in modern urban industrial enterprises will receive project support funds of up to 3 million yuan, 2 million yuan, and 1 million yuan, respectively.

Article 11: Creating a Favorable Business Environment

Children's School Enrollment: High-quality modern urban industrial enterprises, whose industrial development benefits in the previous complete fiscal year reach 1 million yuan or more, enable non-local registered employees' children to qualify for enrollment equivalent to local registered students. Additionally, for each incremental 1 million yuan in industrial development benefits to the district in a complete fiscal year, one more qualification for enrollment equivalent to local registered students can be added. The district education bureau will coordinate the allocation of seats in district-owned primary and secondary schools.

Talent Settlement: Modern urban industrial enterprises will be provided with corresponding settlement indicators for local household registration based on the level of industrial output value, following the current effective system for the total control of introduced talent settlement indicators.

Talent Apartments Guarantee: Key modern urban industrial enterprises will be granted access to talent apartment resources. Highly qualified personnel in these enterprises can apply to lease one self-occupied talent apartment, with a maximum subsidy of 100% of the rent for up to 150 square meters, lasting up to 5 years. Middle and high-level talents meeting the conditions in key enterprises can apply to lease one self-occupied talent apartment, with a maximum subsidy of 50% of the rent for up to 90 square meters, lasting up to 2 years.

Medical Priority: Recognized talents can receive designated medical services in public hospitals under Liwan District, including Liwan Central Hospital, Liwan District People's Hospital, Liwan District Traditional Chinese Medicine Hospital, Liwan District Orthopedic Hospital, and Liwan District Maternal and Child Health Hospital. Services include 1. priority appointments, registration, payment, and hospitalization at each designated medical base hospital. 2. In the case of difficult cases, rapid organization of in-house expert consultations ensures a convenient and efficient medical treatment channel. 3. Talent health records will be established, gradually implementing a personal electronic health record information system, with health tracking and follow-up services. 4. Through organizing lectures, conducting consultations, and employing other means, actively share knowledge on health and wellness, ensuring the timely provision of health consultations and guidance. 5. Additionally, talents can enjoy a free annual physical examination.

Article 12: Principle of Non-Repetition from High to Low

For the same project or matter simultaneously meeting other policy requirements in our district (including policy requirements from higher-level departments that require the district to provide matching or funding), support will be provided based on the principle of non-repetition from high to low, except as otherwise specified.

Article 13: Duration of Measures

These measures shall be effective from the date of issuance and will last for 3 years. For projects submitted and meeting reward requirements during the validity period, the amount of unfinished projects will be disbursed in stages according to the reward standards after the expiration of these measures. The district industrial and information technology authorities will lead the implementation, with various functional departments in the district cooperating in fulfilling their responsibilities. Simultaneously, the "Liwan District Promotion Measures for the High-Quality Development of Modern Urban Industry" (LKGXG [2023] No.1) is hereby abolished.
