Measures for the Administration of Personnel Awarded the SpecialGovernment Allowance in Liwan District
Chapter I General Provisions
Article 1 These Measures are developed in light of the actual circumstances in Liwan District for the purposes of making great efforts to implement workforce development strategy, encouraging and attracting all kinds of talent to do their bit for high-quality development of Liwan District, and making talent team construction and scientific progress ascended into a higher level.
Article 2 With respect to the services for and management on personnel awarded the special government allowance (the personnel), the Office of the Steering Group of Personnel Development, Liwan District Party Committee (the Office) shall undertake overall coordination, and the Bureau of Human Resources and Social Security of Liwan District (the Bureau) shall be in charge of organization and implementation.
Article 3 The personnel shall be determined through selection.
Chapter II Selection Quota & Scope
Article 4 The personnel shall be selected on a rolling basis, with a term of three years and no more than 50 persons singled out each time.
Article 5 The selection shall be limited to business managers, professional and technical personnel and skilled talent who have made outstanding contributions to the economic and social development of Liwan District at public institutions, enterprises engaged in production and business activities and special regional organizations in Liwan District.
Article 6 Personnel who have been approved by the Steering Group of Personnel Development of Liwan District Party Committee, and experts granted the special allowance of the State Council, municipal high-level professionals and postdoctoral fellows who are aged below 65 and under one of the following circumstances shall be accordingly entitled to enjoy the special government allowance and shall be not subject to the selection quota: (1) Working at non-public enterprises engaged in production and business activities in Liwan District; (2) Working at public institutions and state-owned enterprises directly under Liwan District People’s Government, or state-owned enterprise in Liwan District directly under the People’s Government of Guangzhou Municipality; (3) Starting their own business in Liwan District; (4) Working at public institutions in Liwan District directly under the Central Committee, the People’s Government of Guangdong Province and the People’s Government of Guangzhou Municipality, or at state-owned enterprises in Liwan District directly under the Central Committee and the People’s Government of Guangdong Province and being under one of the following circumstances: 1. The leader or the main participant who is currently in charge of major sci-tech projects at or above municipal level in Liwan District; 2. Currently serving as chief engineering technologist or a management expert in key construction projects at or above municipal level in Liwan District; 3. Working as a full-time technician or manager at a unit that has signed a medium and long-term cooperation agreement with Liwan District People’s Government to jointly build research institutes, R&D centers, etc.
Chapter III Selection Criteria
Article 7 The personnel must observe the law, have good professional ethics, perform job duties conscientiously, and other than those specified in Article 6, shall be under the age of 60. Meanwhile, applicants must be under one of the following circumstances three years before selections:
(1) Being the top three technology undertakers who have won the second prize (inclusive) of science and technology awards at or above provincial level.
(2) Having a solid theoretical foundation and professional knowledge; having innovated and grown in the promotion and application of existing scientific and technological achievements at home and abroad in Liwan District, with noticeable economic or social benefits above municipal level achieved.
(3) Overseas students and high-level professionals who start their own businesses and seek development in Liwan District, and whose scientific research results, technologies and projects above municipal level with independent intellectual property rights can create significant economic and social benefits or have broad prospects in practical application or production.
(4) Having high attainments in scientific research, medical and health care and teaching; being the bellwether of a discipline in Liwan District and having made significant contributions to the construction, talent training and career development of the discipline.
(5) Proficient in law, finance, accounting, economy and trade, urban planning, urban construction or tourism planning, etc.; having rich practical experience; having made outstanding contributions to solving major problems in the economic and social development of Liwan District; qualifying for intermediate or above technical (vocational) titles or holding important positions in industry societies and associations at or above municipal level.
(6) Managers who are able to combine modern management concepts and advanced management experience at home and abroad with actual situation, have achieved remarkable economic and social benefits through adopting practical management methods, and have shown great influence in Guangdong Province, Guangzhou Municipality or among their peers.
(7) Experts, scholars and artists who have made great contributions in social sciences, culture, art, sports, etc., enjoy a certain reputation in Liwan District and even Guangzhou, and qualify for intermediate or above technical (vocational) titles.
(8) Having abundant practical experience in production and superb professional skills; having obtained notable achievements in technological transformation, process innovation, technological breakthrough and problem-solving, with significant economic or social benefits; having obtained qualifications for technicians orabove or holding important positions in industry societies and associations at or above municipal level.
(9) Having long engaged in traditional Chinese medicine, cooking, handicraft making, etc.; possessing industry-recognized distinctive skills; having created great social benefits and impact; having won honorary titles such as "Technical Expert" awarded by industry societies and associations at or above municipal level.
(10) For the optimization of industrial structure and environmental improvement in Liwan District, having made great inputs from aspects of technologies, projects and funds to promote the upgrading and transformation of traditional industries, accelerate the development of modern service industries and emerging industries, and the comprehensive improvement and construction of urban areas; having made outstanding contributions to enhancing the economic strength of Liwan District and building a livable downtown.
Chapter IV Selection Procedures
Article 8 Selection procedures:
(1) The Bureau of Human Resources and Social Security of Liwan District shall issue a selection notice, and the unit shall propose a candidate list and disclosed it for public review for 15 days.
(2) Recommendation materials shall be first reviewed by the competent department and then submitted to the Bureau. Where the unitdoesn’t have a direct superior, or the unit is a branch of institutions directly under the Central Committee, the People’s Government of Guangdong Province or the People’s Government of Guangzhou Municipality in Liwan District, such materials shall be categorized by industries and reviewed by relevant departments or sub-district offices with jurisdiction.
(3) The Bureau, together with the Office, shall conduct a preliminary review of candidates, and entrust an evaluation agency to organize an expert group to consider candidates and then report the evaluation opinions and results to the Steering Group members for discussions at meetings. After publicized, the candidate list shall be reported to Liwan District People’s Government for approval and deliberation.
(4) Personnel who apply for the special government allowance within the three-year term (from the end of last selection to the time before the next), if they are under one of the circumstances in Article 6 after being reviewed by the Bureau, shall be included in the current list of personnel awarded the special allowance and enjoy corresponding benefits.
Chapter V Allowance Standard & Benefits
Article 9 The personnel shall be granted the Certificate of Honor by Liwan District People’s Government.
Article 10 The management period of the personnel shall be three years. During the period, Liwan District People’s Government shall issue a special monthly allowance of 1,000 yuan per person, and arrange a physical examination every year and an academic vacation every three years. The physical examination shall be scheduled by Liwan District Health Bureau, and assisted by the Bureau for organization, and the examination items shall refer to those for division-level cadres of Liwan District in the current year.
Chapter VI Management & Supporting Policies
Article 11 A liaison system shall be established, through forums and field trips, etc., to know the personnel’s work and lives and listen to their opinions and suggestions on the economic construction and development of various undertakings in Liwan District. All departments and units concerned shall not only care about their lives and support their work to help them out in a timely manner, but also recommend them to attend the selection of high-level professionals at the national, provincial, municipal, and district levels, as well as provide a broad space for their growth. In short, talent shall be retained with promising careers, emotional connections, and excellent pay and conditions.
Article 12 The administrative subordination of the personnel shall remain unchanged, and they shall be managed by units where they work. The competent departments shall perform their duties by functions and provide assistance in the assessment and management of the personnel.
Article 13 An objective management and assessment system shall be built. After being elected, the personnel shall complete a Statement of Work & Assessment Form for Personnel Award the Special Government Allowance, and sign a Letter of Responsibility with the unit they work for, the competent department, and the Bureau to clarify their work tasks, such as scientific researches, technological transformation, project development and training of young and middle-aged technical experts during the management period. The unit and the competent department shall accordingly provide support and take coordination measures. When the management period expires, the Bureau, together with the competent departments, shall evaluate the implementation of their work tasks in an all-round way.
Article 14 In order to ensure the seriousness of the special allowance, any personnel who are under one of the following circumstances, after approved by the Bureau, shall be reported to the Office for records, with the special allowance cancelled, discontinued or suspended:
(1) Those who obtain special allowance by falsification or misrepresentation of their achievements shall have the special allowance cancelled and the Certificate of Honor withdrawn.
(2) Those who are given disciplinary or administrative punishments or have held criminally responsible by the law during the management period shall have the special allowance cancelled and the Certificate of Honor withdrawn.
(3) Those whose basic political and ideological qualities are no longer to meet the requirements for the special allowance during the management period shall have the special allowance cancelled and the Certificate of Honor withdraw.
(4) Those who fail to pass the evaluation when the management period expires shall have the special allowance cancelled and the Certificate of Honor withdrawn.
(5) Those who go abroad or leave the country illegally, or fail to return home within the time limit during the management period shall have the special allowance discontinued.
(6) Those who leave enterprises and public institutions in Liwan District due to job adjustments, changes or retirement during the management period shall have the special allowance discontinued.
(7) Those who pass away shall have the special allowance discontinued from the month following their death.
(8) Those who are alleged to violate the law and Party discipline and filed for investigation that is ongoing during the management period shall have the special allowance suspended.
Chapter VII Other Matters
Article 15 Funds required for these Measures shall be included in their annual budget by departments in charge in accordance with relevant procedures.
Article 16 TheseMeasures shall come into force from the date of issuance with a validity of three years. The Notice by Liwan District People’s Government of Guangzhou Municipality on Issuing the Measures for the Administration of Personnel Awarded the Special Government Allowance in Liwan District (No. 2 [2021] of Liwan District People’s Government) shall be repealed concurrently.
