Article 1. These Implementation Measures (hereinafter referred to as the Measures) have been developed to thoroughly act in alignment with general secretary of the Communist Party of China Central Committee Xi Jinping’s important address on nurturing specialized and sophisticated small and medium-sized enterprises (SMEs) at the fifth meeting of the Central Committee for Financial and Economic Affairs and relevant requirements in the plan of the Communist Party of China Guangdong Provincial Committee and the People’s Government of Guangdong Province for the “individual business-incorporation-scaling up-joint stock-listing” market entity upgrading system. The Measures were created in accordance with several policies: the Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the Guiding Opinions on Promoting the Healthy Development of SMEs (No.24 [2019] of General Office of the CPC Central Committee), the Notice of the Ministry of Finance and the Ministry of Industry and Information Technology on Supporting the High-Quality Development of Specialized and Sophisticated SMEs (No.2 [2021] of Ministry of Finance), the Notice of the Ministry of Industry and Information Technology on Issuing the Interim Measures for Phased Nurturing and Administering High-Quality SMEs (No.63 [2022] of Enterprise of Ministry of Industry and Information Technology), the General Office of the People’s Government of Guangzhou Municipality’s Three-Year Action Plan of Guangzhou for Nurturing Specialized and Sophisticated SMEs (2022 – 2024) (No.4 [2022] of General Office of People's Government of Guangzhou Municipality), and the Ordinance of Guangzhou Municipality on Science, Technology, and Innovation. These Measures were also based on the status of SMEs in Liwan District.
Article 2. These Measures apply to enterprises that are registered in Liwan District, pay taxes and submit statistical data to the Liwan authorities, have a sound financial system, are independently incorporated, and practice independent accounting.
Article 3. A Guangzhou unicorn, future unicorn, and seed unicorn innovation enterprise recognized by the municipal or above administrative department of science and technology (or a third party that it authorizes) in the previous year shall be offered supportive funds of 1 million RMB, 300 thousand RMB, and 100 thousand RMB in a lump sum, respectively. If an enterprise obtains recognition level by level during the validity period of these Measures, the support shall be provided based on the difference between supportive funds, subject to a maximum total support of 1 million RMB for an enterprise.
Article 4. A national specialized and sophisticated key little giant enterprise, a national specialized and sophisticated little giant enterprise, and a Guangdong Provincial specialized and sophisticated SME recognized or relocated to Liwan District in the previous year shall be offered supportive funds of 600 thousand RMB, 400 thousand RMB, and 200 thousand RMB in a lump sum, respectively. If an enterprise obtains recognition level by level during the validity period of these Measures, the support shall be provided based on the difference between supportive funds, subject to a maximum total support of 600 thousand RMB for an enterprise.
Article 5. An industry enterprise with annual revenue of 20 million RMB or more from its main business operations and a service enterprise with annual revenue designated in accordance with its segment that is included in Liwan District’s statistics for the first time within the validity period of these Measures shall be offered supportive funds of 100 thousand RMB in a lump sum.
Article 6. An enterprise that has been relocated to Liwan District for over one year, is in line with Liwan District’s industrial development direction, and meets one of the following conditions shall be subsidized for 50 percent of its rent for self-use office in Liwan District in the previous year. The subsidy term shall be two years, and the total amount shall be no more than 500 thousand RMB. The specific rent criteria refer to the housing rental market prices in the location, the region, and for the current year, as published by the municipal housing administration department.
(I) Obtaining cumulative institutional investment of more than 2 million RMB in the last three years;
(II) Winning an award in an innovation and entrepreneurship competition at the municipal level or above hosted by the department of science and technology or the department of industry and information technology;
(III) Recognized as a Guangzhou unicorn, future unicorn, or seed unicorn innovation enterprise;
(IV) Recognized as a specialized and sophisticated SME at the provincial level or above;
(V) Included in the support program for Provincial Major Projects for Breakthroughs.
Article 7. A national specialized and sophisticated key little giant enterprise, a national specialized and sophisticated little giant enterprise, and a Guangzhou unicorn innovation enterprise shall be offered a quota of 2 for their key experts’ children to attend compulsory education schools within the district under coordination. A Guangdong Provincial specialized and sophisticated SME, a Guangdong Provincial new research and development (R&D) institution, and a Guangzhou future unicorn innovation enterprise shall be offered a quota of 1 for its key experts’ children to attend compulsory education schools within the district under coordination. The quota shall be valid within the term of the policy.
Article 8. A specialized and sophisticated enterprise, a Guangdong Provincial new R&D institution, and a Guangzhou unicorn and future unicorn innovation enterprise shall receive specialized policy guidance and green-channel services in expert declaration, introduction, and green cards. Joint support with high-quality recruitment agencies shall be provided to enterprises for their recruitment.
Article 9. A SME in the district that is newly listed in a domestic or overseas stock market and a listed SME relocated to Liwan District, once verified, shall be awarded 3.5 million RMB in a lump sum. Among them, those listed in overseas stock markets must apply for district rewards only after the municipal supportive funds have been granted (Enterprises listed with a VIE structure shall be awarded according to municipal verification).
An enterprise in the district that is listed in the National Equities Exchange and Quotations (NEEQ) and a SME listed in the NEEQ Innovation Class that has been relocated to Liwan District shall be subsidized 600 thousand RMB in a lump sum.
A joint-stock SME in the district that is listed on the Guangdong Equity Exchange and a listed SME relocated to Liwan District, has completed the transformation into a joint-stock enterprise before its relocation and has achieved annual revenue at or above the designated level within Liwan District before filing the application shall be subsidized 150 thousand RMB in a lump sum. Each of those with an operating income of more than 30 million RMB in the previous year shall be subsidized 300 thousand RMB in a lump sum.
Article 10. Under Liwan District’s personnel training program for science and technology enterprises (the Sail Setting Program), a national specialized and sophisticated key little giant enterprise, a national specialized and sophisticated little giant enterprise, a Guangdong Provincial new R&D institution, a Guangzhou unicorn innovation enterprise, and a Guangzhou future unicorn innovation enterprise that registers for the Sail Setting Program shall be offered a quota of 1 for a total tuition waiver. A Guangdong Provincial specialized and sophisticated SME that registers for the Sail Setting Program shall be offered a quota of 1 for a partial tuition waiver of 75 percent.
Article 11. A project or item applicable to these Measures and other rewards or support policies or regulations of the district (including policies and regulations of superior departments on support or funds provided by the district) shall be offered only and solely the fund of the largest amount. Taxes on the supportive funds and allowances shall be paid by the recipient enterprise or individual.
Article 12. The currency in these Measures shall all be measured in renminbi. All of the more than and no more than shall include the number itself.
Article 13. These Measures shall come into effect on the date of issuance and shall be valid for 3 years. Upon the expiration of the validity period or changes in relevant laws and policies, the Measures shall be assessed and revised in accordance with the situation. In the event of the inapplicability of these Measures due to force majeure, actions of superior governments or departments, or the introduction of relevant laws, regulations, rules, and policies, the support hereunder shall be suspended. In case of inconsistency between these Measures and superior provisions due to the adjustment of superior laws, regulations, rules, and policies, the superior provisions shall prevail, and the corresponding provisions of these Measures shall no longer be enforced.
