Article 1 The measures are formulated according to the reality of Liwan District, in order to implement the E-commerce Law of the People's Republic of China, optimize the development environment of e-commerce industry in Liwan District, vigorously develop new business type, facilitate the transformation and upgrading of traditional industries in Liwan District, and achieve high-quality economic development.
Article 2 The provivions of the measures apply to e-commerce enterprises which have their place of business registration and tax collection and management occurring within the administrative jurisdiction of Liwan District, have an independent and sound financial management system, and practise independent accounting. If not specifically described, the e-commerce referred to in the measures includes cross-border e-commerce, and cross-border e-commerce enterprises are also required to register with Liwan Customs.
Article 3 [encouraging settlement of Four Above enterprises] Newly registered or newly immigrated e-commerce enterprises in Liwan District shall be given an one-time settlement reward of 50,000 yuan if they are included in the statistical management of "Four Above" enterprises in the year of registration or the following year.
Article 4 [support for business growth] For e-commerce enterprises belonging to the wholesale and retail industry, whose annual sales reach 100 million yuan, 1 billion yuan, 2 billion yuan, 5 billion yuan and 10 billion yuan and achieve positive growth to a certain extent over the same period last year, the highest awards shall be 300000 yuan, 1 million yuan, 2 million yuan, 5 million yuan and 10 million yuan respectively. For e-commerce enterprises belonging to the service industry, whose annual business income reaches more than 50 million yuan, 100 million yuan, 200 million yuan, 500 million yuan and 1 billion yuan and achieves a certain positive growth over the same period last year, the highest awards shall be 300000 yuan, 500000 yuan, 1 million yuan, 2 million yuan and 5 million yuan respectively.
The specific rate of growth shall be determined separately each year according to the annual economic development.
Article 5 [leading enterprise reward] For the e-commerce enterprise headquarters (and its secondary subsidiaries) of the top 500 enterprises in the world and China, whose industry category belongs to the wholesale and retail industry, with annual sales of more than 50 billion yuan, 80 billion yuan and 100 billion yuan, they shall be rewarded with 60 million yuan, 70 million yuan and 80 million yuan respectively.
For the e-commerce enterprise headquarters (and its secondary subsidiaries) of the top 500 enterprises in the world and China, whose industry category belongs to the service industry, with annual sales of more than 2 billion yuan, 3 billion yuan, 4 billion yuan and 5 billion yuan, they shall be rewarded with 10 million yuan, 15 million yuan, 20 million yuan and 25 million yuan respectively.
Article 6 [brand cultivation incentive] The new e-commerce demonstration enterprises identified by the national, provincial and municipal commerce departments shall be given an one-time reward of 1 million yuan, 500000 yuan and 200000 yuan respectively. Those who reach multiple award grades within the validity period of the measures shall be rewarded according to the highest grade in the way of making up the difference.
The digital commerce enterprises newly recognized by the national commerce department shall be given an one-time reward of 500,000 yuan.
Article 7 [support for cross-border e-commerce] Cross-border e-commerce enterprises with an annual total import and export value of more than US $5 million shall be given a reward of 100,000 yuan.
E-commerce enterprises which achieve an annual cross-border trade volume more than US $ 10 million , US $25 million ,US $ 50 million, US $100 million for the first time through cross-border e-commerce platforms and complete data reporting on the Guangzhou Cross-border E-commerce Public Service Platform shall be rewarded 200,000 yuan, 500,000 yuan, 1 million yuan, or 2 million yuan, respectively.
Liwan District will support cross-border e-commerce enterprises to carry out international logistics distribution business, build international distribution hubs and intelligent logistics sites, and promote the Belt and Road Initiative and RCEP foreign trade expansion. An one-time support of 1 million yuan shall be given to cross-border e-commerce enterprises that build and operate international logistics distribution centers or global central warehouses, serve more than 10 brands and have an annual operating income of 1 billion yuan.
Article 8 [support for e-commerce carrier] Encourage the introduction of high-quality e-commerce enterprises, for every building or park operating unit dominated by e-commerce enterprises or industries, an one-time reward of 50,000 yuan shall be given to the operating unit for each introduction of "Four Above" enterprises; for every enterprise introduced that complies with the provisions of Article 4, it shall be rewarded to the operating unit according to 10% of the support funds received by the enterprise.
An e-commerce demonstration base newly recognized by the national commerce department shall be given an one-time reward of 1 million yuan, 500000 yuan and 200000 yuan respectively.
Article 9 [support for e-commerce activities] Support and encourage industry businessmen (associations), live e-commerce enterprises and MCN institutions to hold or undertake major activities with industry influence in Liwan District, such as live e-commerce exhibitions, forum meetings, live delivery activities, etc., if there are more than 50 enterprises and more than 100 participants, an one-time subsidy shall be given according to 50% of the basic cost of each event (venue rent, publicity, materials, etc.), up to a maximum of 300000 yuan.
Article 10 [excellent anchors award] Working in Liwan District for more than one year (signing labor contracts with enterprises and actually paying social insurance for more than one year), excellent online celebrity anchors with an annual cargo volume of 50 million yuan for "Four Above" enterprises in Liwan District (with more than 500000 fans on a single domestic mainstream e-commerce platform) can enjoy preferential policies such as one talent card in Liwan District, one child in compulsory education as the enrollment qualification of registered students in Liwan District, one household entry index and one talent apartment.
Article 11 [cultivating e-commerce talent] Support shall be given to promote talent training programs in e-commerce live-streaming, and encourage MCN agencies to conduct live-streaming talent and business training activities in Liwan District. For a training program with more than 50 trainees, if more than 50 of its trainees are employed in Liwan District for over one year (with signed labor contracts and one year of actual social insurance contributions), the organizer shall be offered an one-time subsidy equivalent to 30 percent of the actual training expenses (including venue rental, instructors, teaching materials, etc.) , with a maximum amount of 100,000 yuan.
Article 12 [support for educational degree] For high-quality e-commerce enterprises that bring industrial development benefits of more than 1 million yuan for the district in the previous complete fiscal year, their non-city household employees' children can enjoy one compulsory education stage deemed Liwan District household students enrollment qualifications. On the basis of the foregoing, the enterprise in the last full accounting year to the district industrial development benefit of every additional 1 million yuan can be increased by one deemed Liwan District household students enrollment qualifications. Qualified enterprises may apply to the District Bureau of Commerce and Investment Promotion. An applicant may file three intended schools. After the District Bureau of Commerce and Investment Promotion confirms the applicant’s qualification and submits the application to the District Joint Meeting for Investment Promotion and Stabilization for consideration and approval, the District Education Bureau will coordinate and arrange primary or secondary school vacancies within the district.
Article 13 [venue support] Support the development of e-commerce enterprise agglomeration, the e-commerce enterprises leasing state-owned properties in the district shall be given priority to directional leasing support after submitting to the district government for approval. For key investment projects or leading enterprises with special needs, the district government can be requested to study certain support measures.
Article 14 If the same project and the same matter stipulated in this measure are also in line with other policies and regulations of Liwan District (including those of the higher authorities that require the district to support or bear the burden of funds), the support shall be given in accordance with the principle of not repeating from the highest, unless otherwise stipulated. The support recipients enjoying the measures should undertake not to move out of Liwan District within three years, and if the support recipients violate the undertaking, the support received will be returned.
Article 15The monetary units mentioned in the measures are all in RMB, unless otherwise specified. If foreign currency is involved in the valuation, the exchange rate on the first day of the month when the support fund application is submitted, as published by the People's Bank of China, shall be used for calculations. All amounts up to, a maximum of, more than, or no more than include the number itself.
Article 16 The measures shall be interpreted and implemented by the Department of Commerce and Investment Promotion of Liwan District. The functional departments and streets of Liwan District Government shall cooperate within the scope of their responsibilities.
Article 17 The meanings of the following terms in the measures are:
(I) the top 500 enterprises in the world refer to the enterprises themselves or their directly controlled subsidiaries that were selected into the list of the world's top 500 companies published by FORTUNE magazine last year.
(II) the top 500 Chinese enterprises refer to the enterprises themselves or their directly holding subsidiaries that were selected into the list of top 500 Chinese enterprises published to the public by the China Enterprise Federation and the China Entrepreneur Association in the previous year.
(III) "Four Above" enterprises refer to industrial enterprises above designated size, qualified construction enterprises and all real estate development and operation enterprises with development and operation activities, wholesale and retail trade enterprises above designated size, accommodation and catering enterprises above designated size, and service enterprises above designated size.
Article 18 The measures shall come into effect on the date of issuance and shall be valid for 5 years.
