Scope and Duration

These guidelines apply to industrial projects (including new construction, relocation, and expansion) that invest in the Hailongwei Technology Innovation Zone and require the use of newly added industrial land (MO, M1). The guidelines are effective from the date of issuance and are valid for three years.

1. Scope of Application: This chapter specifies the scope of the guidelines.

2. Admission Criteria: This chapter clarifies the basic admission criteria, land-intensive use criteria, environmental protection entry criteria, energy consumption entry criteria, and priority entry criteria.

3. Exit Criteria: This chapter specifies that enterprises (projects) in the Hailongwei Technology Innovation Zone must proactively exit according to the relevant procedures if they meet the exit criteria. Those who refuse to exit will be forcibly removed by the relevant departments in accordance with laws and regulations.

4. Supplementary Provisions: This chapter specifies the guidelines' right of interpretation and validity period.

1. Emphasis on Land Intensive Use: According to the requirements of the "Industrial Land (MO, M1) Industry Supervision Guidelines of Liwan District, Guangzhou," clear requirements are made for indicators such as industrial land investment, output, and tax revenue.

2. Priority Admission to Certain Industries: For urgently needed strategic emerging industries, key projects in the industrial chain, and projects with strong driving and leading capabilities in the Hailongwei Technology Innovation Zone, the admission criteria will be appropriately relaxed. Priority admission will be given to projects that meet relevant conditions.

3. Specifying Exit Criteria:

- Exit due to breach of the industry construction project performance supervision agreement.

- Enterprises (projects) severely affecting the surrounding environment due to adjustments in national industrial policies or serious environmental or safety accidents, where the owners refuse to carry out transformation or fail to meet the standards after transformation.

- Enterprises recognized by relevant departments as having outdated and eliminated production capacity.

- Enterprises closed due to illegal operations.
