Management Measures for the Special Funds for the Implementation of the Standardization Strategy in Liwan District, Guangzhou Municipality
Chapter I General Provisions
Article 1 In order to further promote the implementation of the standardization strategy in Liwan District, and to regulate the use, supervision, and management of the special funds for the standardization strategy, these measures have been formulated in accordance with the relevant provisions and requirements of the Standardization Law of the People’s Republic of China, the Budget Law of the People’s Republic of China, the National Standardization Development Outline, the Guangdong Standardization Regulations, and the Guangzhou Standardization Development Implementation Outline, and taking into account the actual situation of Liwan District.
Article 2 The term “special funds for the standardization strategy” (hereinafter referred to as “special funds”) as used in these measures refers to district-level fiscal budget funds allocated to support enterprises, public institutions, and other organizations that lead or participate in the formulation and revision of standards, undertake standardization projects, carry out standardization pilot and demonstration projects, receive standardization contribution awards, obtain recognition as standard innovation enterprises, or are evaluated as Enterprise Standards “Front-Runners”.
Article 3 These measures apply to activities related to the application, acceptance, review, utilization, and management of the special funds.
Article 4 The use and management of the special funds shall follow the principles of “lawful and compliant conduct, openness and fairness, encouragement of excellence, standardized management, focus on performance, and strengthened supervision” to effectively maximize the guiding and leveraging role of fiscal funds.
Article 5 The performance objectives of the special funds are to promote the implementation of the standardization strategy in Liwan District, facilitate the in-depth development of standardization, and enhance the ability and level of standardization in serving economic and social development, as well as its own development.
Article 6 Applicant entities shall submit application materials in accordance with the requirements of these measures and the application notice. They are responsible for the authenticity, legality, validity, and completeness of the materials and must not engage in falsification or fraud to obtain the special funds. Entities that receive funding are responsible for the use of funds and project implementation, shall strengthen financial management, and cooperate with the supervision, inspection, and performance evaluation conducted by market regulatory authorities. Applicants shall commit to using the funds for standardization-related work. In cases of false reporting or fraudulent acquisition of special funds, the applicant’s eligibility to apply for these special funds shall be suspended for five years.
Article 7 Funding will not be granted, and any granted funds will be recovered, in the following circumstances:
1.Obtaining the special funds through falsification, bribery, or other improper means;
2.Multiple or duplicate applications for the same project under these special funds;
3.The applicant entity is on the list of entities with severe credit violations;
4.The applicant entity has entered bankruptcy liquidation procedures;
5.The application does not comply with the requirements of these measures or the application notice.
Chapter II Scope and Amount of Funding
Article 8 Enterprises, public institutions, and other organizations (except for entities fully funded by the government) that legally engage in standardization work within the administrative region of Liwan District and meet the scope and conditions set forth in these measures may apply for special funds support in accordance with the relevant provisions.
Article 9 The scope and amount of support provided by the special funds for the standardization strategy are as follows:
1.For leading the formulation and revision of international standards, national standards, industry standards, local standards, or standards for the Guangdong-Hong Kong-Macao Greater Bay Area, the maximum funding amounts are RMB 100,000, 60,000, 50,000, 40,000, and 40,000, respectively. For participating in the formulation and revision of such standards, the maximum funding amounts are RMB 40,000, 30,000, 20,000, 10,000, and 10,000, respectively.
The leading entity in standard formulation and revision refers to the sole drafting entity listed in the published official standard text or one of the top three entities listed in the “Foreword” of the standard. If the drafting entity is not listed in the standard text, the organization that issued or is responsible for the standard shall provide supporting evidence to confirm the leading role. Participating entities in standard formulation and revision are those listed in the “Foreword” after the third entity.
2.For entities serving as secretariats of international, national, or Guangdong Standardization Technical Committees/Subcommittees, the maximum funding is RMB 80,000, 60,000, and 40,000 respectively.
3.For entities undertaking national-level or provincial-level standardization pilot and demonstration projects, the maximum funding is RMB 100,000 and 80,000 respectively.
4.For entities that receive international standardization awards such as the ISO Award for Higher Education, ISO Lawrence D. Eicher Leadership Award, ISO Excellence Award, ISO Next Generation Award, IEC Lord Kelvin Award, IEC Thomas A. Edison Award, IEC 1906 Award, or IEC Young Professional Title, the maximum funding for each awarded entity (or the entity where the recipient is employed) is RMB 100,000 per award. For entities receiving the China Standard Innovation Contribution Award, the maximum funding is RMB 80,000 per award. For entities receiving the Guangdong Standardization Outstanding Contribution Award, the maximum funding is RMB 50,000 per award.
5.For the first-time recognition of enterprises as advanced, intermediate, or basic level standard innovation enterprises, the maximum funding is RMB 60,000, 40,000, and 10,000 respectively.
6.For enterprises evaluated as Enterprise Standards “Front-Runners”, the maximum funding is RMB 10,000 per recognition.
Article 10 The District Market Supervision and Administration Bureau is responsible for issuing the annual notification for the application of standardization strategy funds. The notification shall specify the conditions and requirements for application, deadlines, and other relevant information. The department is also responsible for the specific management of the standardization strategy funds, including the collection of projects for funding, the acceptance of applications, project review, public announcement of projects, preparation of special fund budgets, conducting performance evaluations of the projects, and information disclosure.
Article 11 Entities applying for the standardization strategy funds shall submit their applications in accordance with the requirements of the application notification. Entities that meet the conditions for funding support shall submit their applications within the deadline specified in the notification. Applications submitted after the deadline will be deemed as a waiver of the application.
Article 12 For the same project, only one entity may apply for the standardization strategy funds. If more than one entity meets the conditions for applying for the same project, the entities shall negotiate among themselves and designate one entity to apply. Each project may only apply for funding once.
Article 13 Except for projects that require confidentiality as per regulations, the allocation plan for the standardization strategy funds shall be publicly announced for a period of five working days. Relevant entities or individuals who have objections to the public announcement may submit a written request for review, including the specific content, reasons, and supporting evidence, to the District Market Supervision and Administration Bureau under their real name. The department shall complete the review and respond to the applicant within 10 working days of receiving the request.
Chapter III Disbursement and Management of Funds
Article 14 The special funds shall be disbursed through direct payment, with the District Market Supervision and Administration Bureau responsible for handling the disb
Article 15 The special funds are subject to performance evaluation. The District Finance Bureau shall organize the performance evaluation of the special funds as per regulations, and the District Market Supervision and Administration Bureau shall conduct self-evaluations of the fund’s performance in accordance with the prescribed procedures. The results of the performance evaluations shall be further utilized to improve the management and allocation of funds. Entities receiving funding shall cooperate with the District Market Supervision and Administration Bureau in the performance evaluation of the funded projects.
Article 16 The management of special funds is subject to an accountability mechanism. Any illegal or improper conduct in the management or use of the funds shall be dealt with in accordance with the relevant laws and regulations.
Chapter IV Supplementary Provisions
Article 17 The term “international standards” as used in this document refers to the international standards published by the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), and the International Telecommunication Union (ITU), as well as other international standards recognized under the Administrative Measures for the Adoption of International Standards.
Article 18 This document shall come into effect from the date of issuance and remain valid for five years.
