Public Notice from the People's Government of Liwan District, Guangzhou, Regarding the Demarcation of River and Lake Management Areas and Water Conservancy Project Management and Protection Areas in Liwan District

In pursuit of enhanced oversight and safeguarding of rivers, lakes, and water conservancy projects within Liwan District, with the aim of fortifying flood control measures and preserving the ecological balance of water bodies, the People's Government of Liwan District, Guangzhou, hereby issues this announcement in accordance with the stipulations of the"Water Law of the People's Republic of China", "Flood Control Law of the People's Republic of China", "Regulations on River Management of the People's Republic of China", "Regulations on River Management of Guangdong Province", "Regulations on Water Conservancy Project Management of Guangdong Province", and "Guangzhou City Water Management Regulations", as well as other pertinent legislations. This declaration is based on the "Technical Guidelines for Delimiting the Scope of River and Lake Management in Guangdong Province (Trial)" and "Technical Guidelines for Delimiting the Scope of River Channel Management Below 50 Square Kilometers in Guangzhou City", along with additional technical guidelines for river and lake delineation. The delineation of the river and lake management area and the water conservancy project management and protection area in Liwan District is detailed as follows:

I.Demarcated Objects (see Attachment 1)

(I) Rivers and Lakes: Liwan Lake, Liwan section of Pingzhou Waterway, Liwan section of Guangfo River, Liwan section of Foshan Waterway, Huadi River, and 104 other rivers (streams) and small water bodies.

(II) Water Conservancy Projects: 108 embankments, 54 sluices, and 43 pumping stations.

II. Scope of River and Lake Management and Water Conservancy Project Management (see Attachment 2)

(I) Management Scope of Rivers (Streams) with Embankments

For water areas, sandbars, beaches (including arable land), flood-prone areas between embankments, and embankments and protected areas on both sides:

1. Pingzhou Waterway Liwan Section (excluding river sections announced by LFG [2021] No. 3) (Level 1 embankment), Guangfo River Liwan Section (Level 2 embankment), Foshan Waterway Liwan Section (Level 2 embankment): The management scope line extends 38 meters outside the inner side of the embankment shoulder facing the water (8 meters for embankment structure, 30 meters for the protected area).

2. For rivers (streams) with embankment level 2, such as Huadi River, the management scope encompasses the entire area between the backwater side of the embankment and the outer extension of the embankment foot, with a protected area width of 10 meters.

3. For rivers (streams) with embankment level 4, including Zengbu River, Liwan Stream, and 52 other rivers (streams), the management scope includes the entire area between the backwater side of the embankment and the outer extension of the embankment foot, with a protected area width of 6 meters.

(II) Unprotected Rivers and Small Water Bodies Management Area

1. Planned rivers without embankments: This category encompasses 32 rivers and small water bodies, such as Shazhong Stream, Shuicai Stream, Longsheng Stream, etc. The management boundary aligns with the outer control line stipulated in the "Guangzhou River and Stream System Plan (2017-2035)." Adjustments will be made in accordance with subsequent water system plans, and if the current conditions deviate from the planned line, the management boundary for the stream will be determined by the distance between the current shoreline and the outer control line in the water system plan.

2. Unplanned rivers without embankments: Encompassing 16 rivers and small water bodies like Wangshengtang Stream, Shalon Stream, Shadong Stream, etc. The management boundary includes the entire area between the banks' side lines, extending 6 meters beyond the waterside.

(III) Lake Management Area

The management boundary of Liwan Lake is determined by the side lines of the bank, extending 6 meters beyond.

(IV) Hydraulic Engineering Management Area

1. Management boundary line on the water-facing side of embankments: Extended from the water-facing side of the embankment foot corresponding to the embankment protection area width for different embankment levels: 1st-level embankment (Pingzhou Waterway Liwan Section) and 2nd-level embankment (Guangfo River Liwan Section, Foshan Waterway Liwan Section) have a protection area of 30 meters; 2nd-level embankment (Huadi River) with a protection area of 10 meters; 4th-level embankment with a protection area of 6 meters. The management boundary line on the water-facing side corresponds to the stream's (channel) management boundary line.

2. Management area of sluices and pump stations: Encompasses all components of the sluice and pump station projects, covering the entire area between the upper and lower extension of 50 meters and the lateral extension of 30 meters from the main structure lines. For production and living areas exceeding three times the building area of the management facility, the management boundary is the outer wall and its surrounding facilities. If the area does not exceed three times the building area or there is no management area, the management boundary is three times the building area of the management facility. The outer boundary line of the project area management boundary and the production and living area management boundary serves as the final management boundary for sluices and pump stations. If the management boundary extends beyond the district boundary, the part beyond is considered the management boundary line for sluices and pump stations.

III. Protection Range of Hydraulic Engineering (see Attachment 2)

Utilizing the management boundary of hydraulic engineering as the border, the protection range is delineated by extending 200 meters from the main buildings of embankments, sluices, and pump stations, and 50 meters from other ancillary buildings.

IV. Management Requirements

Citizens, legal entities, or other organizations are prohibited from undertaking construction or business activities within the rivers' management area without authorization, posing a risk to flood control and embankment safety. Violators will face strict legal consequences. Citizens discovering illegal activities within the river management area can report to the Liwan District Water Authority in Guangzhou on 020-81499627.

This announcement falls under industry management, does not alter ownership and land attributes, and does not constitute proof of land ownership.

V. Miscellaneous

This announcement is effective from the date of issuance and remains valid for 5 years. Simultaneously repealed are the "Announcement of Liwan District People's Government on Delineating the Management Range of 11 Important Rivers and Lakes" (LFG [2019] No. 3) and the "Public Notice from the People's Government of Liwan District, Guangzhou, Regarding the Demarcation of River and Lake Management Areas and Water Conservancy Project Management and Protection Areas in Liwan District" (LFG [2020] No. 4).
